California lawmakers and governor agree on $5B for struggling transit agencies in budget deal.

California lawmakers and Governor Gavin Newsom have reached a budget agreement, ending a weeks-long standoff over Newsom's proposal to expedite infrastructure projects. The final agreement includes Newsom's broad effort to cut down on the process and paperwork required under California's Environmental Quality Act, but leaves out his administration's push to fast-track the controversial Delta Conveyance Project. The budget will shift funds, cut spending, delay spending, and borrow money to help fill a $32 billion budget shortfall. It also includes $5.1 billion for public transit and $51.4 billion for climate initiatives. The budget will enact California's second-largest budget in state history at $310.8 billion.
