New York Governor Kathy Hochul reached a tentative budget deal with legislative leaders, but the month-long delay and lack of a grand policy achievement left her in a somewhat tenuous position with lawmakers. The deal burnished her reputation as a centrist Democrat, with some of her key priorities in line with more conservative themes. The agreement included tough-on-crime changes to the state's bail law, money set aside into reserves, and no new taxes or higher levies on the superrich. The state will grant 22 new charter schools statewide, rather than the 100-odd ones in her initial proposal.
