House Minority Leader Kevin McCarthy's lack of experience in monumental bipartisan negotiations is a handicap for the GOP in the current debt fight. McCarthy's record is mostly devoid of big dealmaking, having been on the periphery of bipartisan agreements struck under Biden. With few exceptions, the conference includes dozens of members who’ve never voted for a spending bill, let alone a debt limit hike. Some House Republicans are pushing McCarthy not to compromise at all, while others worry that conservatives who cut their teeth on opposing major deals are setting themselves up to ultimately vote no.
