Police Identify Man Who Died in Custody While Being Transported by Milwaukie Police

Jean M. Descamps, a 26-year-old man, died while being transported by Milwaukie police officers to a mental-health clinic in Portland. Preliminary findings from the medical examiner suggest a drug overdose with contributing natural causes. Descamps had been discharged from a hospital emergency room but refused to leave, prompting officers to place him on a peace-officer hold. Despite life-saving measures by officers and medical responders, Descamps passed away. The Portland Police Bureau is investigating the incident and is seeking information related to the case.
