"Pokemon GO Fans Disappointed by Missed Opportunity with Shadow Lugia Raid and Team Rocket Takeover"
TL;DR
Pokemon Go fans are disappointed with the recent introduction of Shadow Lugia in Raids, calling it a missed opportunity and requesting the inclusion of the "real Shadow Lugia" from Pokemon XD: Gale of Darkness. However, licensing issues and the lack of acknowledgment of the game's lore by The Pokemon Company and Niantic make it unlikely for this version of Shadow Lugia to be added to the game.
