Improved Linux Kernel Support for Intel Hybrid CPU Frequency Scaling and Cluster Scheduling

The Intel P-State CPU frequency scaling driver for Linux has been fixed to address inadequate CPU frequency scaling behavior on hybrid processors with disabled E-cores. The fix, which uses the correct scaling factor, has been merged for Linux 6.5 and is expected to be back-ported to existing stable kernel series. The issue arose when the CPUID feature for hybrid systems was not set, causing the current check for applying the scaling factor to fail. The fix ensures proper scaling by checking CPPC nominal frequency and nominal performance.
