Immigration and Customs Enforcement (ICE) confirmed that Jose Antonio Ibarra, the suspect in the murder of Georgia nursing student Laken Riley, entered the U.S. illegally in 2022 and had been previously arrested in New York City. Despite ICE's normal procedure of lodging a detainer for removable illegal immigrants arrested on criminal charges, Ibarra was released before a detainer could be issued, partly due to New York City's status as a "sanctuary city." Ibarra's wife, Layling Franco, stated that they had been in an El Paso facility before moving to New York and that Ibarra left for Georgia to find better job opportunities. Riley was found dead near a lake on the University of Georgia campus, and Ibarra has been charged with multiple offenses including malice murder and kidnapping.
