The announcement came as Blinken held talks with Ethiopian Prime Minister Abiy Ahmed and Foreign Minister Demeke Mekonnen, discussing the progress made in implementing the peace agreement in Tigray and the importance of accountability for the atrocities perpetrated by all parties during the conflict.
