Arson suspect accused of terrorizing tenants before setting fire to SW Portland apartment building.

Garrett A. Repp, a tenant who had been evicted for not paying rent, has been charged with starting a four-alarm blaze that destroyed a Southwest Portland apartment building earlier this month. He has been charged with two counts of first-degree arson, 11 counts of felony criminal mischief, and 18 counts of reckless endangerment. The building partially collapsed, but there appear to have been no serious injuries. Repp had a history of disruptive behavior and had been arrested previously for trespassing. The fire bureau is aggressively pursuing the ongoing investigation.
