He is accused of using a baton to strike officers in the Lower West Terrace Tunnel. Richmond, a former U.S. Army soldier with a prior conviction for voluntary manslaughter, traveled to Washington, D.C. from Ohio with a group of people. The investigation is ongoing, and more than 1,265 individuals have faced charges related to the incident.
