The mother of a missing 3-year-old boy in Wisconsin and a man he was staying with have been charged with child neglect after the boy disappeared. The mother, Katrina Baur, sent her son to stay with the man, Jesse Vang, for disciplinary purposes, stating she wanted him to "be a man."
