Slain Teen's Family Attends Graduation in North Highlands

Billy Scott, an 18-year-old high school senior, was shot and killed in North Highlands, California, just a day before his graduation. Scott was in a car with two other people when someone in another car shot at them. He was transported to the hospital but later died of his injuries. Scott was a talented athlete and had dreams of attending trade school to get his HVAC license.
