Virginia Deputies and Hospital Workers Charged in Death of Irvo Otieno

Ten Virginia law enforcement officers, including seven sheriff's deputies, have been charged with second-degree murder over the death of a Black man, Irvo Noel Otieno, at a state psychiatric hospital. Otieno was restrained with handcuffs and leg shackles throughout the hospital intake process, and videos show that seven sheriff's deputies held him on the ground for some 12 minutes, smothering him to death. Otieno was taken into emergency custody on March 3 after experiencing mental health distress and was brutalized by officers before being transferred to Central State Hospital.
