Federal law enforcement agencies, including the FBI, ATF, DEA, and U.S. Marshals Service, have been slow to adopt transparency reforms, such as the use of body cameras and the release of comprehensive use-of-force data. An analysis by NBC News found that from 2018 to 2022, 223 people were shot by on-duty federal officers or officers working with federal agencies, resulting in 151 deaths. These agencies continue to use tactics that many local police departments have abandoned, such as firing at moving vehicles and shooting people within seconds of encounters without attempting de-escalation. The limited use-of-force data published by these agencies makes it difficult to determine who was shot, why, when, and by whom.
