Second teen suspect in Penn State student murder surrenders in Philadelphia

Philadelphia police say 16-year-old Kaiseem Smith surrendered to authorities in the June 6 killing of 22-year-old Penn State student Billy Schmidt in South Philadelphia; a day earlier, 16-year-old Azzubair Outen-Fleming was arrested in Colorado, with his mother and his stepfather detained on related charges as investigators say the two teens, who will be charged as adults, were involved in the shooting. A neighbor’s video captured moments before the gunfire; Schmidt was about to start his senior year at Penn State. Extradition proceedings are underway for Outen-Fleming.
