Spencer Pratt Concedes LA Mayor Bid, Declares War on Finalists

Spencer Pratt appears to concede the Los Angeles mayoral race in a video, saying the campaign to “save Los Angeles” is ending but vowing “war” on the two finalists, Karen Bass and Nithya Raman.
