The State Department released an unclassified version of its Afghanistan "After Action Review" report, which criticized both the Trump and Biden administrations for insufficient planning and poor communication during the chaotic military withdrawal from Kabul in 2021. The report highlighted challenges such as acting officials, COVID-19 backlogs, and staff transitions at the U.S. Embassy in Kabul. It also mentioned the lack of senior-level consideration of worst-case scenarios and the confusion surrounding the evacuation of at-risk Afghan nationals. The report made recommendations to strengthen crisis preparedness and response capabilities, designate crisis leaders, and improve communication channels. House Foreign Affairs Committee Chairman Michael McCaul criticized the redacted version of the report, calling for a declassified version to be released.
