Montana's House speaker has barred transgender lawmaker Rep. Zooey Zephyr from speaking on the chamber floor until she apologizes for saying lawmakers would have "blood on their hands" if they passed a ban on gender-affirming health care. Zephyr has refused to apologize and has been deliberately referred to using male pronouns by some conservative lawmakers demanding her censure. Montana is among a wave of states passing legislation that opponents say could put transgender teens in jeopardy.
