Tri-state flash floods halt half-marathon as cars submerge

Heavy flash flooding across New York, New Jersey and Connecticut submerged roads, forced water rescues and stranded motorists as runners in a half-marathon battled waist-deep water, with authorities reporting up to seven inches of rain in a short period.
