Waterloo man arrested after exposing himself and wiping buttocks at City Hall

A 35-year-old Waterloo man, Caley Paul Bagby, was arrested after city hall employees saw him pull his pants down and wipe his buttocks on the grass outside Waterloo City Hall, then repeat the act on vending machines in the basement; he was charged with criminal mischief 5th degree and indecent exposure.
