Pentagon recommends cluster munitions for Ukraine.

The Pentagon believes that Dual-Purpose Conventional Improved Munitions (DPICMs), or cluster munitions, would be useful for Ukraine in pushing back against Russian forces, but they have not been approved for Kyiv yet due to congressional restrictions and concerns from allies. Cluster munitions are banned by more than 120 countries as they can kill indiscriminately over a wide area, threatening civilians. The United States, Russia, and Ukraine have declined to join a 2008 pact prohibiting production, use, and stockpiling of cluster munitions adopted by 123 countries, including most of NATO's 28 members.
