Hungary has listed two demands in exchange for lifting its veto on the European Union's proposed €50-billion fund for Ukraine, including splitting the package into four annual envelopes and extending the deadline for accessing COVID-19 recovery funds. The demands have intensified since December's summit, but there is hope for a compromise as EU leaders are set to convene again on 1 February to give the Ukraine Facility a second chance. If no breakthrough is achieved, Brussels will be forced to design an alternative scheme outside the EU budget to keep money flowing to Kyiv.
