The BBB's surge in popularity is a severe setback for Rutte's governing coalition, which has not had a Senate majority since the previous provincial elections in 2019 and must negotiate deals with left-wing opponents. The farmers say the still unfinalized proposals are unfairly targeting them compared to sectors such as industry and transport.
