Serbia and Kosovo agree on EU peace plan implementation.

Kosovo and Serbia have reached an agreement on implementing an EU-backed deal to normalize relations, according to EU foreign policy chief Josep Borrell. The agreement is expected to become an integral and binding part of the respective European paths of the parties. Despite the announcement, the two sides stopped short of actually signing the agreement. Kosovo declared independence in 2008, but Serbia still regards it as a breakaway state, and flare-ups between the two have fed worries about a return to conflict.
