Carnival worker arrested for pepper-spraying multiple people at Iowa county fair.
A carnival worker, Terry Harley, is accused of assaulting two people with pepper spray at the Howard County Fair in Iowa. The victims were from southern Minnesota and were sprayed intentionally and without provocation. Harley has been charged with two counts of Assault Causing Injury. One victim was treated at a hospital for injuries and referred to a specialist for vision issues.
