Clearwater Mayor Abruptly Resigns During Budget Meeting.
The mayor of Clearwater, Florida, Frank Hibbard, resigned in the middle of a City Council budget meeting after opposing plans to spend $90 million on a new municipal complex. Hibbard, who is in the last year of his term, did not plan on running for re-election. His resignation left Vice Mayor Kathleen Beckman "shell-shocked." Clearwater is a city of 116,000 where the Church of Scientology has its headquarters.
