Raleigh City Demands Special Event Permit for Historic Oakwood Halloween Display
Raleigh homeowner Jesse Jones faces new permit requirements for his popular Oakwood neighborhood Halloween display, which drew nearly 6,000 visitors in 2025. The city now requires a special event permit, including fees and insurance, citing safety concerns due to the event's size and street closures. Jones argues the display is a neighborhood tradition, not an organized event, and fears the added costs and bureaucracy may end the 15-year tradition. City officials are in negotiations with Jones to find a compromise, while residents urge the city to prioritize safety and preserve the community event.
