More New Yorkers joined Randy Mastro’s lawsuit to pause Mayor Mamdani’s pied-à-terre tax rollout, citing a bungled process and a DOF mailing error that sent notices to neighbors. Four new plaintiffs—including Kenneth Fishel—allege they were improperly targeted or cannot obtain exemptions, despite primary residences. The city has issued about 17,000 notices; roughly 4,290 homeowners have challenged them and 1,906 exemptions have been approved. Plaintiffs say the exemption system is tangled and leaving them on the list could yield five-figure bills (roughly $45,000–$58,000) for properties valued at millions. A Staten Island judge briefly paused the rollout, but that ruling was later overturned on appeal as the legal fight continues.
