Leno-Backed Law Expands California Classic-Car Smog Exemptions to 1985
California Gov. Newsom signed SB 1392, known as Leno's Law, to broaden smog-exemption rules for bona fide classic cars: starting Jan. 1, 2028, model years 1976–1980 will be exempt, with the exemption advancing by one model year each year until 1985 is included by 2033; pre-1976 vehicles remain exempt. Eligibility requires classic/collector status and limited annual usage (or qualifying collector-car insurance), a policy Jay Leno championed in pushing the measure forward.
