A 1960s plan proposed a 30,000-person city across from San Francisco at Marin Headlands, with 50 towers, a mile-long shopping mall and a luxury hotel. Marin County approved the master plan in 1965, but lawsuits and procedural hurdles stalled the project, and by 1970 it was dead. The land eventually became a park and then part of the Golden Gate National Recreation Area, with the former main boulevard now the Marincello Trail, a 2.9-mile hike through the hills.
