A Wisconsin mother, Katie Rae Koch, is facing felony charges after her two children, ages 7 and 9, were found wandering the streets naked, covered in blood, bruises, and excrement. The children had been locked in a squalid bedroom with boarded-up windows for years, never enrolled in school, and were not toilet trained. The house was described as "like something out of a horror movie" with walls smeared with excrement. Koch's live-in boyfriend, Joel Manke, is also charged. The children have been removed from the home and are described as completely uneducated and unable to function in society. Koch and Manke face multiple charges and could each face up to 44 years in prison if convicted.
