Child found locked in dog cage in Philadelphia home, parents charged

Police responded to a report of "screaming" in a Philadelphia home and found a 3 and 5-year-old partially clothed wandering around in the rain, while a boy was found inside a dog cage secured with a zip tie. The parents have been arrested and charged with endangering the welfare of a child and recklessly endangering a person. The children were taken to the hospital for evaluation and appeared to be uninjured. Police have been called to the home before and a neighbor said there has been "drama" there for years.
