Limited discovery granted in NYC rent-freeze case as Oct. 1 start nears

A Manhattan judge approved limited discovery for landlords challenging NYC's rent freeze, allowing them to seek written communications between Mayor Mamdani's office and the Rent Guidelines Board as the Oct. 1 implementation date approaches; the court has not ruled on blocking the freeze or the broader challenge. The RGB voted 7-1 to freeze rents for one- and two-year leases, the first two-year freeze in its history, and the discovery covers Jan. 1–June 25 communications while excluding internal City Hall and board emails.
