TL;DR
Elaine Forbes, 53, Sausalito’s city manager who started about three weeks ago, was arrested after allegedly entering a random 75-foot yacht early Saturday, locking herself in the wheelhouse and sounding its horn as two empty alcohol bottles were found aboard; the owner confirmed Forbes had no permission and she was booked on suspicion of felony burglary with bail set at $50,000. Forbes’s family says she’s experiencing a mental health crisis, and Sausalito’s City Council has placed her on administrative leave while the investigation continues.
