Lawsuit Challenges NYC Pied-à-Terre Tax Rollout Over Mass Confusion

Three homeowners — Rachel O’Brien (married to Republican City Councilmember Frank Morano), Carmine Morano, and Simon Hedley — filed a lawsuit to delay Mayor Zohran Mamdani’s pied-à-terre surcharge rollout, arguing the city caused “mass confusion” by releasing a broad property list. The suit seeks to force the removal of the database and extend deadlines for proving residency, while the city defends the release as a routine tax-roll step and has already extended the response deadline to Sept. 18; the case could delay about $500 million in revenue if successful.
