One of the FBI’s top fugitives in a COVID-19 relief scheme has been captured in Jamaica and returned to the United States. Elaine Angene Escoe, 41, allegedly helped siphon over $32 million in federal COVID relief funds and fled after a 2025 indictment on conspiracy to commit wire fraud and money laundering. Living under the alias “Harley Newman,” she was arrested with help from Jamaican authorities and is facing charges in South Florida; officials say the capture marks the fourth high-value target the FBI has recovered in five weeks as part of an international fraud crackdown.
