TL;DR

Forever Forward's move-availability updates reshape Pokémon GO Raids: Shadow Gigalith gains Lock-On, boosting its Rock DPS and making it a top pick against common raid bosses; Shadow Conkeldurr with Force Palm adds a ~4.3% DPS boost, elevating it above Lucario/Megaheroes in Fighting DPS; Quaquaval earns Low Kick and Close Combat for lower-tier raids; Shadow Swanna with Gust improves Flying DPS; however, some changes (Galarian Zapdos with Low Kick, Sylveon with Fairy Wind) can reduce effectiveness. Overall, Shadow Gigalith and Shadow Conkeldurr are the biggest winners of this Forever Forward update.
