TL;DR

Patch 16.5 is buff-heavy, prioritizing stronger 2- and 3-cost reroll comps while adjusting multiple traits (Arcanist, Demacia, Ixtal, Noxus) and nerfing overused 4-/5-cost carries. Notable changes include buffs to some 4-/5-costs, nerfs to Swain and Darkin Scythe, a Darkin Staff buff, Riot Client patch integration, Sylas unlock tweaks, and broad Augment and item tweaks to diversify late-game strategies.
