The latest and greatest processors for ultralight laptops from Intel and AMD are mostly similar to their predecessors, with minimal improvements in performance. Budget shoppers should consider last-gen models, which are nearly as fast and much cheaper. The gains in the new processors are small enough that it's not worth holding out for a 13th Gen laptop if you can find an otherwise identical 12th Gen laptop for cheaper. The U and P series of Intel's 13th Gen chips have limited gen-over-gen improvements, with support for faster RAM and small clock speed increases. AMD's latest laptop processors also have a similar story.
