Senate approves Lindsey Graham–backed Russia sanctions package

The Senate voted 86-11 to pass a major Russia sanctions bill named for the late Sen. Lindsey Graham, sending a bipartisan package that would sanction top Russian officials (including Putin), oligarchs, state-owned enterprises, and foreign firms aiding Russia’s defense industry, and would impose up to a 100% tariff on major buyers of Russian crude oil and natural gas with final tariff levels set by the U.S. Trade Representative; the House is in recess until September and yet to vote. The package evolved over about 15 months of negotiations, with amendments on tariff authority rejected, and Zelensky attended Graham’s Kyiv funeral to urge passage as his legacy.
