Russian Human Rights Commissioner Condemns Torture of Concert Attack Suspects

Russian Human Rights Commissioner Tatiana Moskalkova criticized the alleged violent detention of the four suspected gunmen in the deadly attack on a Moscow concert hall, stating that it is "absolutely inadmissible to use torture against detainees and accused persons." Unverified graphic footage of the suspects’ interrogations led some observers to conclude that the men were tortured by law enforcement. Russian authorities have detained 11 people in connection with the attack, and Islamic State jihadists have claimed responsibility.
