The Biden administration, along with the European Quad (US, UK, France, and Germany), is negotiating security guarantees for Ukraine, which would formalize military and economic support for the country. However, this falls short of Ukraine's desire for NATO assurances. The European Quad is offering more of the same for an indefinite period of time, but neither a bilateral nor multilateral agreement would have the legal force of a treaty. Ukrainian President Volodymyr Zelenskyy wants a timetable for Ukraine's NATO membership, but all signs point to him getting none of his wishes.
