Putin Blames West for Ukraine War, Destroys Tons of Grain in Russian Attack

Russian President Vladimir Putin, speaking remotely at the BRICS summit, blamed the West for unleashing war and justified Moscow's invasion of Ukraine. Meanwhile, Ukraine reported a Russian drone attack on a school in Romny, resulting in two deaths and three injuries. The UK is reportedly set to designate Russia's Wagner mercenary group as a terrorist organization.
