Russia Forces Occupied Ukrainians to Sign Waivers for Not Evacuating Amid Deteriorating Nuclear Plant Situation

Russian authorities are forcing Ukrainians living in occupied territories to evacuate or sign liability waivers relieving Moscow of any responsibility for them ahead of Kyiv's expected counteroffensive. However, most citizens are refusing to leave their homes, so they are being forced to sign papers acknowledging that they are staying of their own volition and were informed of the risks and dangers of remaining in town. The papers put the responsibility of remaining in the occupied towns ahead of heavy shelling and Ukrainian counterattacks on the citizens themselves.
