UK policing needs a leadership overhaul, independent review finds

An independent Police Leadership Commission report says leadership in England and Wales is not consistently meeting standards and requires a fundamental overhaul, proposing reforms to recruitment, training and promotions; restoration of central funding for leadership development; creation of new ranks and a National Academy of Police Leadership to bolster a credible pipeline to chief constables, amid low morale, resource pressures, and concerns about nepotism and risk-averse cultures. A government response is expected in autumn.
