EU struggles to reach consensus on migrant reform proposals.

The EU has agreed on an initial plan to enact tougher asylum and migration policies across the bloc, with Germany calling it a "historic success". The reforms package includes processing asylum-seekers at the border, relocating them across Europe, and returning those with no chance of receiving asylum. All applications for asylum must be processed within six months, and countries unwilling to accept asylum-seekers must provide financial assistance of up to €20,000 per migrant into a fund managed by Brussels. The issue of expanding "safe" countries has been at the heart of the debate of the reform proposal package.
