Putin Takes Action to Stop Exodus from Russia

Russian President Vladimir Putin has signed a decree amending the migration policy concept for 2019-2025, ordering that the country should be made "attractive financially and socially" to reduce the outflow of the population due to socio-economic conditions. The concept also includes a clause to create conditions for the return of residents of occupied territories of Ukraine who have left since the beginning of the full-scale invasion. Other clauses added to the concept refer to legal participation and combating the formation of ethnic enclaves.
