Scholz advocates for EU reform and integrated defence industry.

German Chancellor Olaf Scholz called for a reformed and enlarged EU that should look for more global cooperation on equal terms, as the world is increasingly becoming multipolar. He also stressed the need for closer military cooperation and investment in security and defense, civil resilience, technological sovereignty, and independent sources of crucial commodities. Scholz sees China as a partner despite shifts in relations, but he agreed with European Commission President Ursula von der Leyen's idea that Europe should reduce risks linked to its economic dependencies from Beijing.
