EU Takes Historic Step in Regulating AI, Setting Global Precedent

The European Union has reached a preliminary deal to regulate AI tools like OpenAI's ChatGPT and future models such as GPT-4. Developers of general-purpose AI systems must meet transparency requirements, including having an acceptable-use policy, providing information on model training, and respecting copyright law. Models deemed to pose a "systemic risk" will face additional rules based on computing power usage. The deal also includes reporting energy consumption, performing red-teaming tests, mitigating risks, ensuring cybersecurity controls, and conforming to energy-efficient standards. The agreement still needs approval from the European Parliament and member states, with concerns raised about potential harm to European competitors.
