Rochester Implements Expedited Appearance Tickets to Combat Rising Juvenile Car Theft Offenses.
New York City is implementing an "expedited" appearance ticket system for juveniles who commit low-level offenses, in an effort to reduce the number of young people who reoffend. The new system will allow police officers to issue tickets on the spot, rather than taking the juvenile into custody and processing them through the criminal justice system. The hope is that this will reduce the trauma and stigma associated with being arrested, and prevent young people from becoming further involved in the criminal justice system.
